Man Fires Multiple Shots at Vehicle During Road Rage Incident in Glen Ellyn

Judge Kenton Skarin set bond at $1 million with 10% to apply. Pagan has been charged with one count of Aggravated Discharge of a Firearm, a Class 1 Felony.

Glen Ellyn - DuPage County State’s Attorney Robert Berlin and Glen Ellyn Chief of Police Philip Norton announced today that bond has been set for a homeless man charged with shooting at a moving vehicle while traveling on Roosevelt Road in Glen Ellyn. Carlos Pagan, 25 (d.o.b. 12/30/1995) with a last known address in Waukegan, appeared in Bond Court this morning where Judge Kenton Skarin set bond at $1 million with 10% to apply. Pagan has been charged with one count of Aggravated Discharge of a Firearm, a Class 1 Felony.

On June 4, 2021, at approximately 5:21a.m., Glen Ellyn police officers responded to a call of shots fired near Roosevelt Road and Lambert Road. Following an investigation into the matter led by the Glen Ellyn Police Department, it is alleged that the victim was traveling westbound on Roosevelt Road near Finley Road when a small black pick-up truck driven by Pagan cut him off. It is alleged that the victim drove around Pagan and that once Pagan was behind him, Pagan rear ended the victim causing damage to both vehicles. It is further alleged that Pagan then passed the victim and positioned his truck in front of the victim. It is alleged that Pagan then slowed to a stop, put his truck into reverse and backed into the victim’s vehicle. It is alleged that the two vehicles continued to drive westbound on Roosevelt Road and that near the intersection of Roosevelt Road and Park Boulevard, Pagan fired multiple shots out of the rear window of the truck at the victim’s car, striking the vehicle on the front hood, front grill and on the roof. At approximately 5:38 a.m., officers located Pagan near the corner of Roosevelt Road and Lambert Road where he was taken into custody without incident.

“For the second time this week my office has filed charges involving a shooting from one moving vehicle at another,” Berlin said. “The recent increase in roadway shootings that we have experienced throughout the Chicago area is very alarming and in DuPage County this type of violent behavior will absolutely not be tolerated. I would like to thank the Glen Ellyn, Lombard, Wheaton and College of DuPage Police Departments for their efforts on this case. I would also like to thank Assistant State’s Attorneys Patrick Miner and Grace Barsanti for their work in securing strong charges against Mr. Pagan.”

“The Glen Ellyn Police Department will not accept any type of criminal behavior, especially violent behavior that endangers our entire community, as alleged in this case,” Norton said. “I would like to thank our partners in law enforcement for their assistance as well as the DuPage County State’s Attorney’s Office for their legal guidance throughout the investigation into this matter.”

Pagan’s next court date is scheduled for June 28, 2021 for arraignment in front of Judge Brian Telander.
